| 1. What is a “P3” project? | | | | The Shenkman Arts Centre is the crown jewel of the Orléans Town Centre Partnership, a “P3 project” (private, public partnership) by the City of Ottawa. It can be broadly defined as participation by the private sector in the delivery of public infrastructure. A P3 is a partnership for some combination of design, construction, financing, operation and/or maintenance of public infrastructure which may rely on user fees or alternative sources of revenue to cover all or part of the related costs of capital (debt servicing and principle payment and return on equity if applicable), operations and capital maintenance. <back> | | |
